You could use a WonderSwan emulator. You need LunarIPS to patch.

When you open the game. The readme.txt is inside it and it did explain to you how to run it. A LunarIPS is the reason you need the rom to patch it with this translate. It is best for you to read the readme.txt first. :)
I hope you will translate two things:
Rockman & Forte WS
Rockman EXE N1 Battle
Its me again. Keep up the good work!
The Rockman and Forte game is up to boco if all the text can be transcribed to fit inside table cells.
N1 is just a watered down Battle Chip Challenge, so there's no point.

I am not sure about the translated portions, but a good chunk of the game's text has been transcribed at this website before.

I hear that game was transcribed somewhere because it has so little text. I don't remember the reasons for not translating it though.
